What the draft changes
The draft introduces a unified service catalogue and a mandatory API for electronic submissions. One interface for the citizen, a duty to integrate within two years of entry into force for the authority — with no distinction by size of the municipality.

Budget data show where the duty will hit:

Interpretation and recommendations
Interpretation: without targeted funding the draft will widen the gap between large and small municipalities. Recommendation: shared operation at the district level, and deferring the duty for the smallest municipalities until a shared platform is genuinely available.
